Meetings

The FRCSD Board of Directors meets quarterly: the first Monday of February, May, August and November at 6:00 p.m. The meeting is held in the conference room at the Fairbanks Ranch Clubhouse, 17651 Circa del Norte, Rancho Santa Fe, CA 92067. The meetings are open to the public and everyone is invited to attend.

Any member of the public may address the Board during the Public Comment period on the agenda regarding any issue not listed on the agenda which is within the Board’s jurisdiction. For items listed on the agenda, any member of the public may address the Board concerning that item prior to Board discussion. All public comment is limited to 3 minutes per speaker per item.

General Information

The Fairbanks Ranch Community Services District was formed in 1987 as the result of a reorganization involving the dissolution of the Fairbanks Ranch Sanitation District. As a successor agency, the FRCSD encompasses the boundaries of the dissolved district. The service boundary encompasses over 1,200 acres located near the intersection of San Dieguito Road and El Apajo, and serves approximately 610 homes, along with the Fairbanks Plaza, the Solana Santa Fe Elementary School, and the Fairbanks Ranch Fire Station. These services are funded by an annual sewer service charge levied on each parcel receiving sewer service.

The FRCSD is regulated under the provisions of Section 61000 of the California Government Code and is governed by a locally elected, five member board of directors. At the time of its formation, the District was granted the ability to provide wastewater service, public street lighting maintenance, roadside landscape maintenance, and water reclamation.

The District operates the Fairbanks Ranch Water Pollution Control Facility. The facility treats an average wastewater flow of 145,000 gallons per day (gpd), with a maximum rated capacity of 275,000 gpd.

The District’s administration and operations staff plays a key role in the delivery of these essential infrastructure services to the homeowners and businesses throughout the District. Management, administration, finance and operation services for the FRCSD are furnished by the professional engineering consulting firm of Dudek, located at 750 Second Street, Encinitas, CA 92024.
